Judge P. Kevin Brobson Addresses Members
We were honored to host Judge Brobson of the Commonwealth Court of Pennsylvania on Monday, July 16. Judge Brobsob opened his remarks with an overview of the Court and the role it plays in the Commonwealth's appellate process. The primary focus of his presentation; however, was a case involving challenges to Congressional district which had been established in 2011 following the release of the 2010 national census. The plaintiffs in the cast had argued that the State Legislature  had engaged in Gerrymandering in establishing the district, and as such, the state map was unconstitutional. Judge Brobson stated that are situations whereby Gerrymandering might be unconstitutional; however, in this case whereby Congressional boundaries tend to favor one political party over other parties, political Gerrymandering has not been determined to be unconstitutional.
